Message from the Ministry of Education: Information on applying for temporary care benefits of foreign students

Foreign students who are eligible for the following conditions can apply for the temporary care benefits.

○ Target: Elementary/middle school age out-of-school children with foreign nationality (born between Jan. 2005 and Dec. 2013)

※ Children attending international/foreign schools, alternative schools, and so on as of Oct. 8, 2020

※ Application is made based on date of birth regardless of grade

○ Payments are made only to those who have Certificate of Alien Registration, passport and bank account holders(※ refer to the “required documents” in the attached document)

○ Payment amount:

- Elementary school age (born between Jan. 2008 and Dec. 2013) ☞ 200,000 won

○ Application period: Oct. 19, 2020 (Mon) - Oct. 23 (Fri)

※ Applications are accepted during business hours(9:00-18:00), lunch time(12:00-13:00) excluded

○ Place of application: Room 213, 2nd floor, Seoul School Health Promotion Center

○ Inquiries: 02-3999-714~715, Education Welfare Team, Seoul Metropolitan Office of Education

○ Documents to be submitted (required)

① Application form (attached, Korean/English/Chinese)

② Original passport (submit both child and guardian)

③ The original copy of the guardian's alien registration card (or Korean residence report of foreign nationality)

-If the guardian is a Korean citizen, submit an identification card (resident registration card or driver's license) (address must be specified)

④ Original certificate of child's alien registration (guardian and child must be present on the document)

※ If the guardian and child are not together on the document, the following documents must be submitted along with the alien registration fact certificate

➊ Copy of health insurance card (guardian and child must be present)

➋ Child birth certificate

➌ Guardian's ID card (the address on the ID card is the same as the address on the child's foreigner registration certificate)

→ Select and submit 2 of the above 3 items

⑤ Passbook in the name of the guardian or child

⑥ Original certificate of enrollment in educational facilities such as schools in Seoul as of October 8, 2020

※ All documents must be issued within 90 days (excluding birth certificate).

○ Payment date: 2020. 11. 5. (Thursday) scheduled
※ Payment may be delayed for some applicants depending on procedures such as document verification and supplementation.

교육부 전달 사항:

외국국적 학생 아동양육 한시지원 신청 안내

○ 지원 대상 : 초·중학교 학령기(’05.1.~’13.12. 출생)의 외국 국적을 가진 학교 밖 아동

※ 2020. 10. 8. 기준 외국인학교, 미인가 대안학교 등에 재학 중인 아동

※ 학년과 무관하게 생년월일 기준으로 지원

○ 지급 요건 : 외국인등록 사실 증명서, 여권, 계좌 등 소지자에 한함(자세한 사항은 하단의 “제출서류” 참조)

○ 지급 금액 : 초등 학령기(’08.1.~’13.12. 출생) ☞ 20만원, 중등 학령기(’05.1.~’07.12. 출생) ☞ 15만원

○ 신청 기간 : 2020. 10. 19.(월) ~ 10. 23.(금) 9:00 ~ 18:00 ※ 점심시간(12:00~13:00) 제외

○ 신청 장소 : 서울특별시교육청 학교보건진흥원 2층 213호

○ 문의처: 서울특별시교육청 교육복지팀 ☎02-3999-714~5

○ 신청 방법: 보호자 또는 본인이 교육청을 방문하여 서류 제출(대리인 위임 불가)

○ 신청 대상 및 신청 방법

- 신청자: 대상 아동 보호자 또는 본인(대리인 위임 불가)

- 신청 방법: 서울특별시교육청(학교보건진흥원 2층 213호)을 방문하여 서류 제출

○ 제출 서류(필수)

① 아동양육 한시지원 지원금 신청서

② 여권 원본(아동, 보호자 둘 다 제출)

③ 보호자 외국인 등록증(또는 외국국적동포 국내거소신고증) 원본

- 보호자가 한국 국적일 경우 신분증(주민등록증 또는 운전면허증) 제출 (주소지 명시 필수)

④ 아동의 외국인등록 사실 증명서 원본(서류 상 보호자, 아동이 같이 있어야 함)

※ 서류 상 보호자와 아동이 같이 있지 않을 경우 외국인등록 사실 증명서와 함께 추가로 아래의 서류 제출

➊ 건강보험증 사본(보호자와 아동이 같이 있어야 함)

➋ 아동 출생증명서

➌ 보호자 신분증(신분증 상 주소지가 아동의 외국인등록 사실증명서 상 주소지와 동일)

→ 위 3가지 항목 중 2가지 선택하여 제출

⑤ 보호자 또는 아동 명의 통장

⑥ 2020. 10. 8. 기준 서울 소재 학교 등 교육시설 재학 증명서 원본

※ 모든 서류는 90일 이내 발급한 것에 한함(출생증명서 제외).

○ 지급일: 2020. 11.5.(목) 지급 예정
※ 서류 검증·보완 등의 절차에 따라 일부 신청자의 경우 지급이 늦어질 수 있음
